Should local governments mandate all residents wear masks in public places during the oingoing spike in coronavirus?

Metropolitan areas, including Baton Rouge and New Orleans, have issued mandatory orders for residents to wear masks in public places. Violation would result in misdemeanor fines, upwards of $500 in the New Orleans area, while Baton Rouge Mayor-President Sharon Weston Broome has not imposed a punitive amount.
