EXECUTIVE COMMITTEE MEETING
May 26, 2026
The Pointe Coupee Parish Council Executive Committee met in regular session at 5:30 p.m. Tuesday, May 26, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.
Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney Hurst to call the roll:
PRESENT: Messrs. Jimmie Gaspard, Sidney LaCoste, Charles Watkins, Kurt Jarreau, Edward Bazile, and Dustin Boudreaux.
ABSENT: Messrs. Edwin Soulier and Paul Bergeron.
APPROVE MINUTES OF APRIL 28, 2026 EXECUTIVE COMMITTEE & SPECIAL MEETINGS
Motion by Mr. LaCoste and seconded by Mr. Bazile:
RESOLVED, That the minutes of the April 28, 2026 Executive Committee and Special Meeting be adopted as presented and published in the official journal.
Unanimously carried.
CONSIDER AMENDMENTS TO THE AGENDA
There were no amendments to the agenda.

ARBOR HEALTH - UPDATE REGARDING SUBSTANCE USE DISORDER (SUD) PROGRAM
Cindy Peavy, Executive Director of Arbor Family Health, introduced herself and staff and provided an overview of the Substance Use Disorder (SUD) Program and its mission.
Amie Hendricks, Public Relations and Outreach Coordinator, and Leighann Kirby, Substance Abuse Resource Coordinator, presented an update on the program, highlighting its progress, future goals, and community impact. They expressed appreciation to the Parish and Council for their continued support and responded to questions from Council members.
DISCUSSION AND OVERVIEW OF PARISH FIRE PROTECTION SERVICES
Chairman Boudreaux opened discussion regarding the current financial condition of Fire District No. 1 and Fire District No. 2 following the failure of the millage renewal and increase proposition.
He requested input from the Council on potential solutions that could be implemented promptly to address the districts’ challenges.
Council members discussed the possibility of entering into a temporary consolidation agreement with Fire District No. 5 to assist Fire Districts No. 1 and No. 2. Additional discussion included the potential for establishing a uniform millage rate across the parish. The Council agreed to form a committee to evaluate feasible options and develop recommendations to help ensure the short-term and long-term sustainability of Fire Districts No. 1 and No. 2.
The projected timeframe for implementing a temporary short-term solution is Spring 2027.
